Despite recent volatility in the global economy, the "War for Talent" continues to rage amongst foreign affiliated firms operating in Japan, where the shortage of English speaking professionals creates a unique, candidate-short labor market.  According to the Japanese Ministry of Economy, Trade, and Industry (METI) there are approximately 533,000 regular employees of foreign affiliated companies in all of Japan, across all industries; less than 1% of Japan's total workforce of more than 50 million workers.  For comparison, foreign affiliated firms in Japan constitute a labor market about the same size as that of Birmingham, Alabama.  Take into account that only an estimated 20% of those employees can speak English at a useful level, and the size of the foreign affiliated labor market in Japan resembles that Topeka, Kansas or Athens, Georgia.   Global executives tend to see Japan as the second or third largest economy in the world, but fail to realize that in order to access Japanese markets, they must first attract and retain mission-critical talent from a very small pool of people who hold the keys to the kingdom, so to speak.
